Delivers candidate campaign 2, selected with positive-only Homebrew demand, upstream artifact quality, active-maintenance, and ecosystem-gap signals.

Curated packages:

ninja 1.13.2 — 24 MB
ast-grep 0.45.3 — 76 MB
chezmoi 2.72.2 — 65 MB

Official upstream OCI imports:

gitleaks 8.30.1
vale 3.22.0
Hugo 0.166.0
k6 2.3.0
Kustomize 5.8.1

All imports are pinned by linux/amd64 manifest digest with probed absolute binary, SPDX license, and redistribution posture. Curated packages passed one combined clean-store tools/verify.sh run: lint, build, real smokes, and footprint gates. Imported binaries were independently rerun from their pinned digests; agents also verified real operations (clean-file scan, site build, load script, and manifest build).

This PR is stacked on PR #20 (campaign/initial-backlog); its base is intentionally that branch so review shows only campaign 2.
