Adds the repo-local .agents/skills/bubblebox-package-campaign/SKILL.md runbook for repeating eight-candidate discovery, human refusal triage, two-agent implementation, curated/import policy, verification, stacked branches, backlog cleanup, and PR creation.

Campaign 3 delivers:

• jsonnet 0.22.0 (Fedora B) — 185 MB
• glow 3.0.0 (official OCI import)
• terraform-docs 0.24.0 (C) — 20 MB
• typos-cli 1.50.2 (C) — 36 MB
• grpcurl 1.9.4 (C) — 33 MB
• zizmor 1.30.1 (C) — 50 MB
• Nushell 0.115.1 (C) — 73 MB / 180 MB
• iperf3 3.20 (Fedora B) — 183 MB

iperf3 intentionally uses maintained Fedora 3.20 although upstream stable is 3.21: ESnet distributes source only, no official OCI/binary exists, repo policy forbids rebuilding, and Chad explicitly approved the one-release lag.

Verification: all seven curated packages passed one combined clean-store tools/verify.sh run with real smokes and footprint gates. Glow's pinned OCI digest passed version and real Markdown rendering. iperf3 also passed an explicit coordinated loopback client/server transfer.

Caddy was brought to Chad for triage and explicitly added to PACKAGE-REJECTIONS.md: household usage is a customized managed service and generic import currently adds insufficient bubblebox value. The backlog is empty after delivery.

This PR is stacked on PR #21 (campaign/candidates-2) so its diff contains only the skill and campaign 3. Merge #20, then #21, then this PR.
