Records the 2026-09-24 maintainer decision: GUI apps are out of initial scope for bubblebox-pkgs in favor of flatpak — flatpak already solves the GUI layer (sandbox, themes, portals, updates) on every distro. Campaign rows 9–10 marked WITHDRAWN with a dated note; a future GUI package needs a flatpak-gap justification (no flatpak exists, or curated-bubblebox demonstrably better). One prototype batch (loupe, zathura+mupdf, mpv, pavucontrol, keepassxc, telegram-desktop — PR #17) reached a green gate and was closed unmerged; its reusable headless-smoke patterns are preserved in the note (Qt -platform offscreen --version, the glib/gtk-init headless-unsafe evidence chain, the GNOME --help/Usage anchor). Gray-zone register: the vscode row now points at VSCodium on Flathub. Docs-only change.

layer on every distro. A future GUI package needs a flatpak-gap
justification (no flatpak exists, or curated-bubblebox demonstrably
better). Rows 9-10 marked withdrawn; one prototype batch (loupe,
zathura+mupdf, mpv, pavucontrol, keepassxc, telegram-desktop — PR #17)
reached a green gate and was closed unmerged, banking its headless-smoke
