Pins nightly + publish to engine v0.4.1 (was v0.3.0).

v0.3.0 was the release that broke the nightly: its strict bind-destination check fired for lazydocker's bind_try of the absent /var/run/docker.sock on bees. v0.4.1 carries the fix (bubblebox#11, merged) plus the plan generation-id reporting change. With this pin the nightly should go green again and publish (dispatch) can repopulate the cache with the 66 unpublished packages.

The v0.4.1 tarball is attached to its release (verified: prints 0.4.1).
