Adds a new package: wl-party (archetype C) — click-through confetti/particle overlay for Wayland layer-shell compositors (niri, sway, Hyprland, river, KDE; not GNOME).

Why C: upstream is not in Fedora/EPEL/COPR and ships a fully static release binary (no PT_INTERP, no dynamic deps) — fetch-and-verify onto distroless/static-debian12, the smallest store shape (5 MB footprint vs the 120 MB gate).
Sandbox surface: Wayland-only — writable_run for the compositor socket. No GPU (wl_shm rendering), no fonts, no writable_home (custom Rhai effects from ~/.config/wl-party/effects/ would need a user entrypoint override — documented in the entrypoint comments).
Pin: v0.3.0, sha256 30931b36… cross-checked against upstream's own .sha256 release artifact.

Evidence (tools/verify.sh wl-party on bee): lint ok · build ok · smoke --version + list ok · footprint 5 MB.

GUI checklist: built and ran confetti inside the real bubblebox sandbox on think (niri): 129 frames / 59 fps over 2.2 s, identical to bare-metal; overlay mapping verified on-screen by Chad (2026-10-16).

Consumer PR: chad/cn#102 (thinkpad bubblebox profile). After merge + CI publish, cjust bubblebox-upgrade lands it.
