One-line fix: Forgejo's Run-workflow form rejects the packages input with Invalid input type "" when left at its empty default — workflow_dispatch inputs need an explicit type: (string), which the file was missing. After this, typing wl-party in the packages field and leaving the workflow to it works; empty still means publish-everything.

No behavior change to the job itself (inputs.packages is unchanged).

Run-workflow form rejects the empty-string default ("Invalid input
type") and only a full-repo publish is possible. type: string fixes the
single-package path.
