Declares the wl-party custom effects in cn so nothing lives outside the repo (follow-up to #102).

Adds:

[[files]] .config/wl-party/effects (dir, same pattern as nvim) — 8 Rhai effects: snow, stars, matrix, dragon, money, hearts, fountain, vday
[[files]] .config/bubblebox/entrypoints/wl-party.toml — user sandbox override granting writable_home so the packaged wrapper can read ~/.config/wl-party/effects/ (the packaged sandbox is Wayland-only by design; override path documented in bubblebox-pkgs#29's entrypoint comments)

Evidence: every effect validated headlessly (wl-party check: peaks ≤ 750 particles, all well under the 60 s limit — money.rhai initially hit the 5000-particle cap via untagged expire chaining; fixed and re-checked) and fired on-screen under niri at 60 fps (confetti, dragon, snow).

Iteration loop (the point of this PR): edit files/.config/wl-party/effects/<name>.rhai in cn → wl-party check <name> → cjust bubblebox-apply → wl-party <name>. PR for anything worth keeping; never hand-edit ~/.config.
