What changed

Seed app prompt sections and shipped skills from Git into SQLite once; serve the active version from the database, with history, optimistic concurrency, restore and reset to current shipped defaults.
Add Settings UI for prompt/skill editing, previews, diffs, status, skill creation and reversible deletion; label the boundary between editable guidance and code-enforced tool checks.
Add approval-gated propose_prompt_change for agent-proposed prompt and skill changes, with full review cards in chat and Inbox. New thread bindings accept only active thread skills.
Add design doc 0054, migration 0057 and reconstructed 0056 Drizzle snapshot so generated schema never re-adds shipped usage columns.

Verification

npm run typecheck, npm run lint (0 errors, 2 existing warnings), npm run test (910 passed, 16 skipped).
Simulated upgrade from 0056 to 0057 and checked FK integrity; independently reviewed migration snapshot and branch.
Browser QA at desktop and 390px mobile: edit/save, create skill, disable/restore, reset, no horizontal overflow. Screenshots attached in the thread.
Independent review: should-fix on unbounded proposal diff height addressed in f545e68; minor notes documented as follow-ups (card size, tab arrow-key navigation, client-side byte cap).
