Pins the nightly + publish workflows to engine v0.3.0 (was v0.2.0).

Merge only after chad/bubblebox#6 is merged and the v0.3.0 tag's release has its tarball attached. Until then the pinned download 404s and both workflows fail at engine fetch.

v0.3.0 adds only --profile / BUBBLEBOX_PROFILE; CI doesn't use either, so this is a keep-current bump with no behaviour change for publish/nightly.
